There is a special record in a village in the Uttar Pradesh district of Shahjahanpur. For the past 35 years, no one has ever filed a formal complaint at the local police station. All issues in the village of Nimatpur, which is close to Bhavalkheda, are settled by the Gram Panchayat. Other villages like Bijlikheda and Nagariya Bahav are also included. In these communities, disputes between neighbors are resolved by the panchayats. Both parties are called before a council by the Gram Panchayat, which then renders a decision based on the parties' arguments and supporting documentation. The cases are resolved immediately, so they never make it to the police station.
